Should the U.S. open their Airline Industry to cabotage?

According to Robert Hardaway the U.S. should open the their airline industry for international competition, so a foreign company can transport passengers and assets within U.S. air space.
The cabotage agreements with foreign countries should be reciprocal and all foreign airlines granted cabotage rights should be required to satisfy all safty, regulatory and security requirements currently imposed on U.S. carriers.
