The author, who is the principal airport specialist of the World Bank, analyzes in this book the implementation of the Yamoussoukro Decision. The Yamoussoukro Decision creates a single space in Africa, with one of its most innovate provisions being the principle of free access of (eligible) carriers to intra-African links. Dr. Schlumberger highlights the shortcomings of the 20-year-old effort toward liberalizing air services in Africa by analyzing pending or  completed implementation steps both on a pan-Africa level and within various regions.
