Glen McDougall is a world specialist in the governance, management, performance and financing of government aviation agencies, specializing in air navigation service providers. He has provided consulting services in Saudi Arabia, Indonesia, Nigeria, the US, & other countries and to ICAO TCB. As a former Director General with the Government of Canada he was responsible for the creation of NAV CANADA, leading multi-disciplinary teams to develop commercialization policy, conduct public consultations, design the governance structure, draft the legislation, determine financial value, and administer the transition from a government department to a private, not-for-profit corporation.

As President of MBS Ottawa Inc. he directed an international research study with assistance from the McGill Institute of Air & Space Law, the Maxwell School and George Mason University, comparing the performance of ten commercialized ANSP organizations to the FAA.
